In early 1996 I was contacted by the Citizens Democracy Corps (CDC). Karelia-Reserve, an insurance company in Petrozavodsk, Russia had requested a volunteer advisor. Though I don't think I was the best match to their needs, the CDC encouraged me to accept the assignment.

Petrozavodsk is northwest of St Petersburg and part of the region of Karelia.
